Study On Ecological Environment Management Of Mines Shut Down By Government In Western Mountain Area Of Kunming City

Since 2012,China’s environmental improvement has ushered in a new stage of ecological progress.In 2017,Kunming Radio and Television Station produced a feature film "Sleeping Beauty’s Pain",which depicted the shocking ecological destruction in the five mining areas of Mian Shan in the Dianchi Lake Basin.In view of the ecological damage in the Dianchi Lake Basin and the "five mining areas" within the Xishan Key Protection Area,the government of Xishan District of Kunming,as the grass-roots government,performed its ecological function and fully closed 18 mines that had caused damage to the ecological environment in 2018 and actively promoted the ecological environment control work of the closed mines.Under the background of ecological civilization construction,the government of Xishan District deals with the problem of mine closure.From the perspective of policy implementation and practice promotion,this paper discusses the current situation,problems and reasons in the treatment of closed mines in Xishan District,which is beneficial to the empirical research on the theory of cooperative management in the government’s ecological environment management.Firstly,by collecting and sorting out academic research results on government ecological environment governance and mine governance and basic theories on ecological civilization and cooperative governance,the paper defines core concepts such as ecological environment,mine governance,grass-roots government and government ecological environment governance.Secondly,using the method of data analysis and interview,based on the Xishan District government’s data files on the ecological environment management of closed mines,this paper expounds the policy implementation process and specific practice of the ecological management work of closed mines in Xishan District,and introduces the experience and practices of Xishan District.At last,the paper analyzes the deficiencies from the aspects of weak foundation,little effect and absence of management,and analyzes the causes of the problems from the aspects of lack of guarantee system,lack of soil source,shortage of construction period and complex relationship of ownership diversity.It also puts forward the opinions and suggestions of grassroots governments to improve the ecological environment management of the closed mines from four aspects,such as consolidating foundation,efficient promotion and cooperative governance.Grassroots governments can achieve good ecological,social and economic benefits by means of cooperative governance,adapting to local conditions and following the new comprehensive management model of "government-led,policy support,social participation,development-oriented governance and market-based operation" for the ecological restoration of closed mines.
