With the development of industrialization and city to accelerate the process of China's haze area increases,and increased year by year frequency time growth,the increase of pollutant concentration,the air pollution problem has become a public health hazard and the major problems affecting the sustainable development of economy,society from all walks of life to the haze of concern and controversy gradually warming,even rise to safeguard national sovereignty and security the height of the achievements of reform and opening-up.As a management tool in enterprise management practice,performance appraisal has been highly concerned and widely used by domestic and foreign governments.Problems related to the performance appraisal of government,domestic and foreign scholars have done a lot of research work,put forward many methods and principles of technical skills,these theories and methods constitute the basic theoretical framework of air pollution control and performance assessment system.In order to control air pollution,from the central to local governments at all levels with their own actual work,have formulated and promulgated the assessment of air pollution prevention and control measures,starting from the assessment of the subject,object,content,cycle,standards,procedures,results and other aspects of the use,the first step to construct the air pollution control performance appraisal system in supervision the behavior of the government,improve government efficiency,change the mode of economic development,the sharp deterioration of air pollution control,has a significantly positive role to play.But because of the air pollution control performance evaluation is still in the exploratory stage,without considering the particularity of air pollution and the government and its staff of "economic man" assumption,the current assessment system existed evaluation index set unreasonable,rough,weight loss,rewards and punishments measures specification main defect level is not high,the assessment of the main single,leading to the assessment system can not effectively stable operation.This paper mainly discusses the X air pollution control performance appraisal system,starting from an overview of the status of air pollution problems,changes and present situation through research and analysis of X air pollution governance performance evaluation system,puts forward suggestions and measures to improve the examination system,in order to promote the establishment of a more scientific and reasonable,effective and operational performance appraisal system,improve the effectiveness of air pollution control work,provide reference for decision-making to improve regional air quality.
