In China,the coal resource reserves accounts for about 85% of the country's explored fossil energy reserves,coal consumption is responsibile for the 62% of of the country's energy consumption,coal will still take the dominant position in the country's energy structure in a long run.However,the extensive development pattern of most coal mines go against the idea of scientific mining and healthy development of coal industry.In this paper,the author takes the sustainable development theory and systems engineering theory as the guidance,uses the fuzzy analytical hierarchy apprehensive process,constructs the evaluation index system,evaluation sets and evaluation system,takes the Huainan Mining Group as a case study,conduct the study of regional coal resource plan comprehensive evaluation system,main research conclusion is as follows:1)This paper propose the regional coal resource planning comprehensive evaluation evalution index system,weight coefficient of each index is given here.The index system is devided into 4 levels:the 4 levels(target layer,rule layer,element layer and index layer)of resource evaluation model are confirmed by the expert consulting system and DPSIR model The target layer is regional coal resource plan comprehensive evaluation;rule layer includes 4 items,geologic condition,safety and mining condition,resource environmental condition and social economic condition;element layer includes 12 items,coal seam,coal parameters,geologic structure,coal mining technology,engineering geological,etc.Index layer includes 44 items,minable coal thickness,depth of coal seam,goaf subside land reclamation rate,planning area vegetation cover rate,environmental laws executive condition,annual coal production,mine operation revenue,coal production cost,energy consumption per unit of output value,etc.Meanwhile,the paper gives detailed explanation of the indexes and their calculation method,by making surveys from 13 experts from coal field,weight coefficient of indexes are determined.2)Using the half trapezoid distribution function as evaluation index subordinate function,model evaluation sets is divided into 4 grades:there are 2 subordinate functions,"half-fuzzy subordinate function" and "completely fuzzy subordinate function".Up half trapezoid distribution function is used to illustrate the membership of evaluation indexes which have big weight and serious positive effect,and for evaluation indexes which have big weight and serious negative effect,down half trapezoid distribution function is used.3)The regional coal resource plan comprehensive evaluation system is designed and developed.The main purpose of the system is to implement orderly management of information and comprehensive evaluation of regional coal resources.This evaluation system mainly includes three major parts,system interface,database management system,model base management system,the main function modules including system user management,system data storage,system database management,model database management,analysing and evaluation module,help&save&exit functions,etc.4)Multilevel fuzzy comprehensive evaluation case study of huainan mining group is proposed here.Considering the geological condition,safety and mining condition,resource environmental condition and social economic condition of different mines,this paper conduct a detailed study of 9 mines of huainan mining group,they are Zhangji coalmine,Xieqiao coalmine,Guqiao coalmine,Dingji coalmine,Pansan coalmine,Zhuji coalmine,Gubei coalmine,Paner coalmine,Pansidong coalmine.The estimation scale and development suggestions are also given here.
