Under the established greenhouse gas emissions system, carbon emissions have become a new area of game between countries,China as a new emerging country is working hard to take the initiative in carbon emissions. However,China's urbanization is in the accelerated stage, per capita energy consumption and energy intensity will continue to increase, and economic development makes the energy demand rigid situation can not be changed in the short term, which China's carbon reduction work has brought severe challenge. In order to promote the implementation of carbon emission reduction policies under rapid development of urbanization to implemen a differentiated, scientific and rational energy and environmental policies, find the impact of carbon emissions drivers according to the different provinces of the natural geographical conditions, economic development model, the level of economic development is necessary. This paper starts with the economic phenomena of urbanization and carbon emission.First,it summarizes the urbanization level of China in overall and regional ways through the three indicators of population, economy and social life. Then it sum up the consumption situation of eight fossil fuels to calculate the amount of carbon emissions. After that it use the EVIEWS software to construct the national model and regional model according to the developed STIRPAT model.By analyzing the carbon emission and urbanization level, the square of the urbanization level, the per capita income, the population population, the industrialization level,Energy efficiency and other variables between the variables derived from the dependent variable carbon dioxide emissions of the overall national impact and regional differences. It is found that,on the whole, the level of urbanization, population size, per capita income and industrialization level have a significant effect on carbon emission. The urbanization level is the most important driving factor, and the energy efficiency plays a significant role in carbon emissions The urbanization level and the carbon emission are all downside between the "U" type relationship. At present,China has not yet reached the inflection point of the "U" curve of urbanization,so the overall development of urbanization still plays a promotion stage for carbon emissions, but theoretically the distance between the inflection point is not large. In terms, the per capita income and industrialization level have a significant effect on carbon emissions.Energy efficiency plays a significant role in reducing carbon emissions, while population size P is different from that of the whole country. In East China,Central China,Northeast China In the south China, northwest, northwest and southwest regions, the CO2 emission from the southwest region is promoted. The effect of urbanization on carbon emissions is obviously different. In the east, south and north China, the northeastern region has a significant effect on carbon emissions, central, northwest, southwest of the carbon emissions are significant inhibition;different regions of the urbanization level and carbon emissions also exist between the inverted "U" type relationship.East China,South China,North China and Northeast China have reached the inflection point. In theory, the improvement of urbanization in the future will be able to reduce carbon emissions effectively. The urbanization level in central China has gradually approached the inflection point and the future urbanization The role of carbon emissions will be reduced from the promotion to the reduction;northwest, southwest urbanization level from the inflection point has a certain gap, urbanization development is still a long way to go.
