As a pillar of energy in China,coal plays an important role in China's economic development and social development in the coming decades.In spite of mining a lot of coal,the traditional caving mining method not only causes land subsidence,water resource destruction,coal gangue occupation of land,environmental pollution caused by coal gangue and other problems,but also brings significant influence on the life of local residents.Sometimes in order to mining coal under village,enterprises have to destroy the surface of buildings,leading to the housing collapse of residents living here,destruction of farmland.As a result,they have to move to other areas to live and have to pay the additional huge costs of resettlement and land reclamation.The implementation of backfill mining coal under the village,not only can solve the problems of land subsidence,groundwater resource destruction,coal gangue occupation of land and other issues,effectively protecting the ecological environment,but also can save the cost of village relocation and housing repairs.So,filling mining is a new green coal mining technology,which meets the requirements of sustainable development.Based on the externality theory,the theory of sustainable development,the interests of stakeholders this paper discusses economic benefits,environmental benefits and social benefits related to coal mining by using two kinds of evaluation methods of coal mining under village filling mining comprehensive benefits,namely the cost-income method and the fuzzy comprehensive evaluation method.In the cost-income evaluation,considering the environmental benefits and social benefits of filling mining,we can identify and measure the cost and income of the filling mining of coal under village.In the fuzzy comprehensive evaluation,this paper constructs the "economy-environment-society" paste filling mining comprehensive benefit evaluation index system,and uses analytic hierarchy process(AHP)and fuzzy comprehensive evaluation(FCE)todetermine the index weigh and membership.Finally,the comprehensive benefit grade is obtained by the method of weighted synthesis.On the basis of theory and the model,we take the XS mine paste filling mining as a case study by calculating the filling mining cost and income of ton coal quantitatively and analyzing the benefit of paste filling mining of coal under village.Besides,we use analytic hierarchy process(AHP)and fuzzy comprehensive evaluation(FCE)to evaluate the comprehensive benefit of paste filling mining of coal under village according to the comprehensive benefit evaluation index system.The results of the case study show that the income of XS mining is greater than the cost and paste filling mining is economically feasible.The environmental benefit grade of paste filling mining is excellent,the economic and social benefits of paste filling mining are good and the comprehensive benefit of paste filling mining is excellent,which means that paste filling mining has a better comprehensive benefit.Finally,the paper discusses the influence and difference of government policy on coal mining enterprises' economic benefit through a simple model,makes a further analysis of the derived results,and puts forward some policy suggestions to encourage enterprises to adopt filling mining technology.
