Frequent natural disasters and abnormal climate phenomenon put the global warming problem to cusp.China as a responsible country in the international community,actively participate in the discussion about policy,take responsibility of emission reduction initiatively,and made an emission reduction targets that was evaluated as quite unusual by the Japanese Prime Minister.China's national condition is that industrial economy accounted for a larger proportion of the economy.The features of industrial production are high energy demand and high carbon emissions.Therefore,the control of industrial carbon emissions,studying the features of industrial carbon emissions,not only help to promote the healthy development and green production of the industry,but also the crucial for the completion of the national carbon emission reduction.A large number of scholars have proved that the use of market means to promote emission reduction has obvious effects,and the initial allocation of carbon emission rights is one of the important content to establish carbon trading market.Based on the above considerations,the analyses on the potential of industrial carbon emission reduction and the allocation of industrial carbon emission rights in different sectors are the main contents.Firstly,this paper analyzes the total industry energy consumption and its growth rate,the process of industry economic development,energy consumption of different types and different industrial sub sectors and energy utilization efficiency situation in China during 2000 to 2014.Then summed up the industrial development trend,features,and main problem of energy consumption.The results of the study have a macro grasp of the research background,and provide the actual data to support the following study.Secondly,on the basis of the above research and environmental learning curve principle,industrial carbon emissions,added values and the number of labor during 1991-2014 are reorganized and calculated.Then based on the industrial carbon intensity and the per capita output value of industry,the environmental learning curve of industrial carbon emissions was established.Based on the environmental learning curve,this paper analysises the carbon emission load and makes a comparative analysis of carbon emission reduction potential and actual emission reduction effect.Refered to a series of important documents promulgated by the state,industrial carbon emissions in 2020 and 2025 are predicted.The research results show that with the development of industrial economy,the improvement of industrial production,awareness of energy conservation and emission reductionand and other objective factors,industrial carbon load reduced year by year,the emission reduction space is narrowing,and the volatility of actual emission reductions around the emission reduction potential tends to be stable.The prediction results of carbon emissions show that China's industrial sector can be achieve the national emission reduction targets in 2020,but the manufacturing industry is more difficult to achieve the 2025 emission reduction targets.The initial allocation of industrial carbon emissions has an important influence on the control of total industrial carbon emissions.According to the above predict results,based on the "common but differentiated responsibilities" principle,information entropy and multiple-factor mixed weighting allocation mold was established.Giving full consideration to fairness,efficiency and feasibility,indexes of historical emissions,carbon intensity,per capita GDP,profitability,energy intensity,energy structure,investment in science and technology,opening degree were selected.They were choosed from four aspects:responsibility of emission reduction,potential of emission reduction,capacity of emission reduction and industry features.According to the different focused aspect,five scenarios are designed.And then the carbon emissions right of China's industry in 2025 were allocated between the 39 industries.According to the results of the allocation,the advantages and disadvantages of emission reduction in various industries were analyzed,and the direction of emission reduction for each industry sector was put forward.Finally,on the basis of the above research results and the status of China's carbon emissions,some constructive suggestions on China's energy conservation and emissions reduction are put forward in order to contribute to China's carbon emission reduction.
