Since carbon emission trading can make full use of the market mechanism,it has been an important means for reduction of carbon dioxide emissions.The initial allocation of carbon emission rights is related to the practical interests of various regions and industries,and how to allocate carbon emission rights fairly and effectively becomes an important research content among the domestic and foreign scholars.The paper studies the initial allocation of carbon emission rights among industrial sectors of Liaoning Province,evaluates the fairness of some allocation methods,and provides the theoretical reference for the allocation of carbon emission rights in the future.Firstly,the paper summarizes the current situation of carbon trade and the related research progress of the carbon emission rights' initial allocation and the fairness evaluation,analyzes the status of the energy consumption and industrial carbon emissions in Liaoning Province.The paper also establishes a prediction model to predict the carbon dioxide emissions of industrial sectors in Liaoning Province,and the result says it will reach 1176.69 million tons in 2020.Secondly,the paper have constructed the carbon emission rights allocation system and have a initial allocation of the carbon emission rights among industrial sectors in Liaoning Province utilizing the CRITIC method and fuzzy optimization model.The result reveals that the production and supply industry of power,heat,gas and water get 33.38% of the carbon emission rights,which is the largest among all the sectors;The proportions for the oil industry and the metallurgical industry are more than 20%;The rest sectors are less than 10%,and the light manufacturing sectors,such as the food industry,the textiles industry and the papermaking and timber processing industry and so on,own the least distribution proportions.The model can fully consider the specificity of sectors,take various factors influencing the carbon emission reduction into account,and provide theoretical reference for the carbon emission rights allocation among industrial sectors in Liaoning Province.Finally,the paper takes the carbon emission rights allocation of different industrial sectors as an example,carries out the allocation calculation with the grandfather method and the entropy weight method,and the allocation results are compared with the allocation result using the CRITIC method and fuzzy optimization model.The result reveals that the allocation based on the entropy weight method reveals more homogeneous about different sectors' allocation,and the sectors having smaller carbon emissions are also allocated to a relatively larger proportion;The results based on the grandfather method and the CRITIC method and fuzzy optimization model are relatively more inclined to allocate more emission rights to the industries reducing more carbon dioxide emissions,and allocate less emission rights to these sectors reducing less,especially the light industry sectors such as the food industry.The fairness evaluation system has been constructed based on the Gini coefficient theory,and fairness is analyzed about the three allocation methods.The result reveals that fairness of the distribution using the CRITIC method and fuzzy optimization model and the grandfather method is relatively higher than the entropy method.During the actual allocation process,we need to pay more attention to adjust the allocation of industries which are not fair enough.
