Study On Pollution Control Of Waste Plastics Processing Enterprises In Baoding City

Waste plastics processing meets the requirements of the national development of circular economy,and has become the indispensable resources environmental protection industry in economic development.In Baoding city,as small and medium-sized enterprises investment activity,waste plastics processing enterprises also fade in prosperity.Although these enterprises play important role in solving the population employment and increasing the local revenue,the pollution problem caused by increasingly highlighted.Due to low threshold,small investment,quick effect and simple production process,there are a lot of illegal family workshop,lacking of pollution treatment facilities,all over the place.These illegal enterprises seriously affected the surrounding environment and local residents' lives.Environmental law enforcement measure is basically a rectification within a time limit,shut down,banned.Because of the characteristic of the illegal enterprises,which is small,dispersed and dislocated,and the limitation of enforcement,daily supervision of the enterprise is very difficult.Simple and crude enforcement tools given priority to "block" have sparked a very strong aversion among the related industry,causing a vicious circle of difficult supervision.This situation not only affects the overall image of the city,but also restricted the sustainable development of the waste plastics processing industry of Baoding city.This paper discusses the development and the pollution of waste plastics industry in Baoding,and the pollution control initiatives in the sector,as well as regulatory measures since 2011.From the angle of Economics Analysis of causes of illegal sewage waste plastic processing enterprises,this paper analyzes the difficulties of pollution control work now:enterprises,limited in the nature of profit,cost,scale,information technology,and professional personnel,is less proactive.The administrative divisions are not applicable,the government departments are unable to harmonize harmoniously,and the subject of law enforcement has its own problems.The technical specification of waste plastic processing technology and the imperfect quality standard lead to the difficulty of law enforcement and so on.In order to control the pollution of waste plastics processing enterprises in Baoding,and comprehensively promotes the healthy and sustainable development of waste plastics processing industry,the following countermeasures are put forward: leads the development of the area of the waste plastics processing enterprise scientifically,or the unified management of the pollution,introducing cleaner production,developing circular economy,and extending industrial chain to reduce pollution.It is suggested to improve the technical standard of the industry,the standard of product quality standards and the laws and regulations,to fill the blind area of law enforcement and strengthen the responsibility of pollution management in enterprises.We will implement the system of vertical management of environmental protection,and coordinate the settlement of the issue of environmental pollution control across the region.
