In the past few years, Wuqiao county has developed a number of small and medium-sized enterprises for the growth of the economy. However, problems of pollution caused by those enterprises have also been increasingly prominent in recent years. The deterioration of the natural environment not only affect the life of local residents, but also restricted the further economy development of the county. Researches and solutions on the environmental pollution caused by small and medium enterprises has become one of the problems for the sustainable development of economy in wuqiao county.At first this paper discusses the development status of small and medium-sized enterprises in Wuqiao county and the pollution situation caused by those enterprises. Then from the perspective of economics an analysis have been drawn of the motivation of underlying discharge and leakage of exhaust pollutants in mall and medium-sized enterprise as well as its consequences.Secondly, the paper sorts out the efforts on environmental pollution control of Wuqiao county over the recent years and evaluate the effectiveness and limitations of the existing measures;In the analysis of the work limitation in pollution control and dilemmas faced in practical management, a conclusion have then been arrived at:Due to constraints such as capital, technology, talents, information of small and medium-sized enterprises in Wuqiao county, it wouldn’t be feasible only to rely on their own governance of pollution; And for the problems led by scattered layout of small and medium-sized enterprises and difficulty for government departments to coordinate, wuqiao county government have to face many obstacles in its pollution regulation;Imperfect system add more for government in law enforcement; And conflict of economic interests and environmental interests leads to omission of relevant government departments.Based on the understanding above, this article conduct a discussion on how to solve the serious pollution problem of small and medium-sized enterprises. Possible measures should be:The county should develop cleaner production ways to reduce production costs and emissions of pollutants, which requires the government to strengthen the promoting function of laws and regulations, broaden the sources of funding and provide more technical support; On account of mall and medium-sized enterprises entering industrial park can realize centralized management of pollution, the government thus need to make scientific plan of industrial park with improved campus facilities and multiple means to promote small and medium enterprises entering the park production; Industry chain can increase the added value of products and reduce pollution, but there is also a need for reasonable planning on the park; At the same time, the government should also actively create financing platform for small and medium-sized enterprise, increase financial investment, and focus on solving the problem of lack of funding in pollution treatments on mall and medium-sized enterprises.
