Study On Legal Issues Of The Coordination In Environmental Impact Assessment In Beijing-Tianjin-Hebei

Beijing-Tianjin-Hebei are located in a region,but the problems of environmental are regional.They are in the face of common problems on the environmental protection,and have the common environmental needs.Environmental impact assessment system is a “firewall” of the pollution,is the core of environmental problems and is the fundamental system to prevent environmental pollution and ecological damage from the source.Therefore,it is very necessary for Beijing-Tianjin-Hebei to practice the environmental impact assessment system.This article begins with the comparison of the implementation of the environmental impact assessment system in this three areas.Then,it analyzes the differences of the subject,object,examination and approval procedures,information disclosure and public participation in environmental impact assessment of this three areas.At last,it puts forward some countermeasures and suggestions on the system of Beijing-Tianjin-Hebei.The coordination of the environmental impact assessment system is still lack of mature theoretical support,but the regional cooperation is on a roll.The governance model of Yangtze River Delta and Pearl River Delta is a typical representative of regional cooperation,which can provide reference for the coordinated development of Beijing-Tianjin-Hebei regions.Although there are many differences not allow to ignore in the economic development level,industrial structure,environmental management and public services.And this means the coordination of the system is very difficult but in the offing.It has become the major issue of environmental protection in this three regions.We need to get rid of difficulties and find the reasonable way to coordinate the environmental impact assessment system of Beijing-Tianjin-Hebei.The biggest presupposition of the coordination is to comparatively analyze the differences of every link of the implementation and find the point to make the coordination possible.Adhering to the principle of unified standards,scientific configuration,integrated protection,fair competition and win-win cooperation is the basic to solute various problems in the process.Unified specification for environmental impact assessment subject,enhance the professional ability,establish a unified and strict procedures of examination andapproval system,improve the information disclosure mechanism and improve the maximum range of public participation are the scientific and rational path of the coordination of Beijing-Tianjin-Hebei environmental impact assessment system.
