The modeling of ecological compensation standard for cross-regional water environment resources is a hot topic in the field of environmental economics.Jiuzhou river across Guangxi and Guangdong provinces and its water quality is directly related to the safe drinking water of more than 4 million people in Zhanjiang city of Guangdong province.It is an important pilot area for ecological compensation that is clearly defined by the country,and the current watershed is mainly affected by livestock and poultry pollution.Taking Ziuzhou river basin as the case,this study is based on field investigation,questionnaire survey,field sampling and laboratory analysis method etc.,confirming the spatial distribution and pollution emissions of Ziuzhou river basin in aquaculture pollution source and commanding the cost,operation and maintenance cost,environmental benefit,economic benefit and other parameters of three kinds of pollution control system(ban area farms closed demolition,limited area scale elevated bed leveling,a limited area free-range farms family centralized pollution control engineering)and build the calculate model of ecological compensation for livestock and poultry breeding objects(i.e.,the government subsidy to the affected farmers or the social third-party investors who are committed to the control of pollution control)based on the cost-benefit analysis.According to the given basis of pollution control management space partition(the forbidden area,the limited area and the available area),multiple spatial distribution charts of aquaculture pollution sources,calculated the Jiuzhou river main stream and tributaries regional water environmental capacity,specific nitrogen and phosphorus and COD pollutants decrease aim and based on the result of three typical aquaculture pollution control costs acquired by the environmental economics analysis,the best sources priority sequence of ideas,the pollutant reduction optimal allocation model of calculating minimum control investment,standard of upstream and downstream control maintenance costs can be obtained and within service value of water resources,GDP and other indicators,which are important basis of swimming up and down environmental resources ecological compensation standard,the central(central investment mainly state as a whole and guide demonstration),Guangdong(downstream benefited areas),Guangxi(upstream of a region at the same time both environmental protection responsibility)government pollution control investment share proportion can be calculated and determined.So that to determine the cross-regional river basin ecological compensation standard of upstream and downstream of the water environmental resources.The result shows that:(1)The livestock and poultry is the main pollutant source of Jiuzhou river.At present,On the premise that water environment capacity is 90%,the statistics of water environment capacity in COD,TP and TN in Jiuzhou river basin is 20,682 tons/year,186.93 tons/year,and 934.65 tons/year,respectively,and the total annual discharge of COD,TP and TN is 15233.05 tons,2874.95 tons and 15575.53 tons respectively,thus concluding the target reduction of water environmental pollutants in the Jiuzhou river basin,separately is TP2688.02 tons/year and TN14640.88 tons/year.(2)To ecological compensation the loss of removing Livestock farms in the forbidden area,the standard of the average per pigs compensation standard is RMB 502.83.Total amount of compensation for the farms in the forbidden area is RMB 338 million.As the total amount of pollution reduction is not up to standard,it is necessary to implement elevated bed or aquaculture pollutant concentration control scheme in the limited area.(3)According to the relevant literature and local practice,to implement the ecological compensation standard for the modification of elevated bed in the limited area,the average standard of owes to RMB 443.52/m2.It is also necessary to input the amount of ecological compensation for RMB 1.048 billion to make sure that the reduction of total water pollutants emission in single elevated bed retrofit scheme meet the target requirements.It costs RMB 63.40 per ton(assuming the concentrated disposal project investment payback period for 5 years)in managing aquaculture wastewater in the concentrated disposal process of aquaculture pollution(taking 500 tons/day for example).Hence the total amount of ecological compensation in single elevated bed retrofit scheme is RMB 1.123 billion.Based on the optimization model analysis,the minimum cost for treating the livestock farms in Jiuzhou river basin is RMB 1.386 billion.(4)In the light of the scheme that central government paid a quarter of the total funds and the rest should pay by profits that the upstream and downstream gained and by the economic affordability Through the direct benefit coefficient of Guangdong,the indirect benefit coefficient is normalized,the share of the amount assumed by the local,Guangxi and Guangdong is 0.2951 and 0.7049.That is,the central,Guangxi,Guangdong,the amount of funds were RMB346.5 million,RMB306.8 million and RMB732.7 million.
