The Research Of Sinopec Marketing Guangxi Company LNG Industrial Gasification Station In F City Project Risk Management

With the transformation and adjustment of China's energy structure,the use of natural gas has become more and more popular,and the use range of natural gas has been shifted from large and medium-sized cities to county-level cities,towns and industrial parks.With the introduction of national air pollution prevention and control plan,LNG is widely used in China,and industrial coal change is in full swing.LNG industry point for gasification station with small investment,short construction period,high return on investment,etc,can effectively make up for the natural gas pipeline construction cycle is long,the lack of investment scale,with the advantages of quasi into the market,investment,quick effect,is a traditional oil terminal market,promote development scale,the important way of realizing the sales transformation.In recent years,the government,enterprises and researchers around China have actively explored the construction,practice and research of LNG refueling stations.The LNG industrial point for gasification station is a new business for Sinopec Marketing Guangxi Company and is also adapted to market demand.This paper focuses on the risk of each link in a LNG industrial gasification station in F city project,and puts forward the construction and management Suggestions of LNG industrial points for gasification station.The investment in point for project investment should not only consider the return on investment,but also consider the risk factors in the supply of industrial gasification site.This study using the method of project risk management,through the brainstorming method,fishbone diagram method,identify F city point for gasification station government regulatory risk in the process of project implementation,the sale price risk,technology risk,site operating risk,HSE risk,and further break down the main risk points and list the complete risk list.In this paper,Delphi method is used to further evaluate the risk factors of each stage of the gasification station project,and then the Gasification station project risk layered structure system is formed.In this paper,the strategy of the risk point in the execution of the project in F city is analyzed in detail,and puts forward risk response strategy for the government regulatory risk and the sales price risk,technology risk,site operating risk and HSE risk.The paper puts forward the risk control countermeasure of the LNG industrial point for the gasification station from construction to operation management,and provides investment advice and attentions to the project investors and points for the project operators.
