Research On The Legal System Of Agricultural Soil Pollution Control

In recent years,quickening the pace of urbanization construction in our country,also has the rapid development of industrialization,the rapid development of economy in the rural economy and farmers' life well-being at the same time,also makes the rural ecological environment worsening,especially represented by soil pollution of the environment problem increasingly prominent.This article mainly discusses how to improve the system of prevention and control of agricultural soil pollution at the legal level.The first part is the introduction,tell us the background,research questions,research ideas,and other issues.The second part is an overview of the agricultural soil pollution.First,the concept of "land" and "soil","soil pollution" and "agricultural soil pollution" are defined.Then,the characteristics,hazards,sources and causes of agricultural soil pollution are expounded.The cause of agricultural soil pollution is complicated,including industrial waste pollution,agricultural chemicals such as chemical fertilizers,pesticides,agricultural films of abuse are the main cause of soil pollution,besides,irrigation water source pollution,and livestock manure,living garbage and indirect cause of agricultural soil pollution.The third part is the present legislation and problems of agricultural soil pollution in our country.China's major questions about agricultural soil pollution in the environment protection act "land administration law" law "and other laws and regulations,although is involved,but too scattered and sweeping,lack of soil pollution prevention and control of special legislation,survey and monitoring system is not sound,lack of special fund system,system of legal liability is not clear,administrative supervision system is not perfect,etc.The fourth part is the typical agricultural soil pollution prevention legislation and draw lessons from abroad.By introducing the legislative experience of successful management of agricultural soil pollution in foreign countries,this paper summarizes and reflects on the deficiencies in the current legal regulation in China,and provides reference experience for China's governance work.The fifth part is the idea of the perfect our legal system of controlling agricultural pollution.Through perfecting the laws and regulations and establish special soil pollution prevention legislation and improve the regular survey and monitoring system,a sound system of special funds,improve the legal liability system and a sound system of administrative supervision,etc.,hoping to our country agricultural soil pollution prevention and control work to make a little contribution.
