| Since 2013,the "haze" became a public and heat word among Chinese people.This kind of bad weather erupted continuously and broadly in China.The root case which due to China’s long-term pursuit of extensive economic growth and unreasonable,unrestrained resource development,but seriously ignore the ecological environment protection.The ineffective enforcement of local governments’ on national environmental policies has become one of the key reasons.It will not only restrict the healthy and orderly development of China’s economic society,but also may become social instability when we even do not enjoy the good time which bring by the improvement of material life.The research solution of this paper rely on the study of air pollution control in Hunan Province.This paper analyzes the current situation and causes of air pollution in Hunan Province by combing the basic theory of government execution power and current situation of governance on air pollution,which offer a strong foundation to analyze the factors influencing the executive power.The concept of "Executive power" originated in the field of business administration,now has been widely used in the enterprise management.Government execution is consistent with the implementation of activities,is a fusion of planning,coordination,management,application,feedback comprehensive ability,and presents as a dynamic management model.Understanding correctly of the purpose of the government’s work and design detailed implementation of the program in the early planning period of time.In the course of the event,it will transfer into the effective implementation of the program and the ability to complete the program;Meanwhile it will be expressed as the performance of the feedback,evaluation in the latter part of the activity.As the government is at the core of governance,any duty are inseparable from the government’s active guidance,therefore,we study the implementation of the government from the perspective of Hunan air pollution control work.Through the study of the characteristics of air pollution and the characteristics of air pollution and its changes,the causes of pollution are discussed from three aspects: geographical location,economic factors and human factors.Combined with the status quo of government governance,a comprehensive combing with resource performance factors which affecting the implementation of the government to put forward the executive power to enhance the path.First,cultivate the concept of ecological government,take the road of ecological development.Second,strengthen the implementation of the main quality and make staff capacity training.Third,improve the ecological accountability system,strengthen the implementation of supervision and management.Fourth,broaden control approach of the participation of air pollution. |
