Iron and steel enterprises are the basic industries of the current national economy, and they support the national industrialization system.Steelmaking and continuous casting are the most important sections in steel production, and the rescheduling of the steelmaking and continuous casting is a necessary adjustment plan made for disturbances in the steelmaking production process. The quality and the utilized time of the rescheduling have a direct impact on the stability and continuity of the whole process production.Regarding the steelmaking and continuous casting production rescheduling under machine breakdown in steelmaking refining stages, this research achieves the following research results with a steel mill as the research background. This research analyzes characteristics of the steelmaking and continuous casting production rescheduling and summarizes the disturbance factors in each stage of steelmaking continuous casting production process. Then, this research analyzes the difficulties in rescheduling steelmaking continuous casting.Later, this research develops the conflict resolution and the handling strategy of each furnace stage in the rescheduling scheme under machine breakdown in steelmaking refining stages. This research develops a strategic model for tackling machine failures in the steel refining stage with the goal of minimizing the start time, processing time and equipment assignment difference. And this research also provides a conflict resolution mechanism for multiple parallel machines, multiple constraints, and multiple buffers. In this model, each stage is linked with a time equation by setting the upper limit of waiting time for each phase, which ensures the feasibility of time properly. This research develops a backtracking algorithm to tackle the rescheduling problem under machine failures in the steelmaking and refining stage. This proposed algorithm utilizes decoding method embedded with heuristic rules.Specifically, the two heuristics are variable ordering using minimum start time principle and value selection by the earliest available machine priority principle. This research verifies the performance of the proposed heuristic rule-based backtracking algorithm.Specially,to verify the universality of the algorithm, different cases are solved separately. The experimental results demonstrate the effectiveness and feasibility of rescheduling method of the steelmaking and continuous casting production under machine breakdown in steelmaking refining stages. As a consequence, this research has a promising guiding role for actual steel plants about production process control under uncertain disturbance.
