| Since the 18~thh National Congress of the Communist Party of China(CPC),China has made shifts from“Pollution first,treatment later”towards giving priority to environmental protection while supplementing economic development.Greater importance was put to ecological protection in the 19~thh National Congress of the CPC.GDP is mainly used to measure the economic growth,developing economy at the cost of the environment.Difficulties and obstacles exist in the Yellow River Basin when it comes to addressing the problems due to its extensiveness,mobility and complexity.As a result,the traditional way based only on the government should be eliminated in a bid to addressing ecological problems here in the Yellow River.Restrictions on regions and functional departments should be lifted,getting a wide range of players involved in it,especially enterprises,the public,the governmental organizations and non-governmental organizations.Cooperation needs to promote the address of ecological environment from the government only to multi-players.The fixed governance mode and unbalanced regional development in the northwest of the Yellow River Basin make loose collaboration and partial study and practice.On this note,this passage,based on the experience of domestic and foreign river basin ecological environment management,deeply learns the relevant theories.Successful cases of domestic and foreign watershed ecological environmental governance are sorted out.Governance system,related policies,and governance challenges as well as the difficulties in dealing with northwest regions are presented.The relationship between the government and the market,the government and the society as well as the market and the society is analyzed in an effort to make a coordinated governance mechanism.Thus,sustainable development will be achieved through ecological environment management in the northwest of Yellow Riven Basin while stable growth in economy is made. |
