Research On River Basin Water Environment Governance From The Perspective Of Collaborative Governance

Basin water environment governance is an important challenge for Guangdong’s high-quality economic and social development.Water environment problems have the characteristics of externality and cross-domain,and the fragmented governance model and traditional territorial management principles cannot effectively solve this problem.Collaborative governance is an inevitable choice to block the diffusion of negative externalities of water environment in the basin and expand the positive externalities of water environment governance in the basin.Jiuzhou River is a river that flows into the sea independently across Guangdong and Guangxi provinces(regions).The water environment management of the Jiuzhou River Basin is related to the overall situation of the coordinated economic and social development of the two provinces.In recent years,the water quality of the Jiuzhou River has declined significantly,and the water pollution situation is severe.Although the governments at all levels in the two provinces have taken active governance measures,they still have not achieved the expected governance goals.It can be seen that relying solely on the power of the government cannot solve the problem of water pollution control in the Jiuzhou River Basin,and the joint participation and coordination of the government,enterprises,and the public are urgently needed.This article focuses on the collaborative governance of the water environment in the Jiuzhou River Basin.On the basis of summarizing domestic and foreign literature on the water environment governance of the river basin,it sorts out the current situation and existing problems of the collaborative governance of the water environment in the Jiuzhou River Basin by issuing questionnaires and interviews..The study found that the current collaborative governance of the water environment in the Jiuzhou River Basin has problems such as uneven participation of multiple parties,difficulties in operation,and lack of guarantee elements.There are three main reasons for this.First,the participation mechanism is not perfect,that is,insufficient corporate initiative and public participation;second,the operating mechanism is not smooth,that is,conflicts in interest coordination,asymmetric information exchange,and deviations in performance evaluation;The mechanism is not perfect,that is,the lack of policies and regulations,the lack of supervision and accountability,and the lack of financial guarantees.Based on the theory of collaborative governance,combined with the successful experience of domestic and foreign river basin governance,this paper proposes to innovate the participation mechanism of the collaborative governance of the water environment in the Jiuzhou River Basin,improve the operating mechanism of the collaborative governance of the water environment in the Jiuzhou River Basin,and strengthen the guarantee for the collaborative governance of the water environment in the Jiuzhou River Basin Mechanism and other countermeasures and suggestions,and strive to participate in the government,enterprises,and the public to further improve the effect of water environment governance in the Jiuzhou River Basin.
