Risk Management Of Safety Production For Local Government's Gas Pipeline

With the rapid growth of China's natural gas energy consumption,the problem of the far distance between the main source of natural gas resources and the main consumer market is more and more prominent.As the best way for the transport of natural gas in long distance,the natural gas pipeline naturally enter the government's vision.After 2000,the long-distance natural gas pipeline construction in our country has entered a period of rapid development.As of 2015,we have built the "West-East Gas Pipeline" and other natural gas long-distance pipeline for about 75,000 km,which undertake 99% of the task of country's natural gas transportation.But what follows is frequent accidents in long-distance natural gas pipeline.In the face of the flammable and explosive characteristics of natural gas and the serious consequences of natural gas pipeline accidents,local governments have taken a series of work measures to manage the long-distance natural gas pipeline,there are more and more research and Application on the risk management of natural gas pipeline at home and abroad.However,the research on the safety production risk management of local government gas pipeline is relatively small.Therefore,it is possible to help government decision-makers find the problems in management from the point of view of local government and it can provide scientific decision suggestions for government decision-makers to effectively prevent and reduce safety accidents in long-distance gas pipeline production.This article summed up the government's organizational structure,functional system and the responsibility system in the process of natural gas risk management and Summarize the 14 specific government work in the process of pipeline risk identification,evaluation and control,and analyses the existing problems from the perspective of local government safety production work,through the ways of referring to information,visiting research,data analysis and so on,based on the theory of risk management and emergency management.And take the risk management process as the main line,consider the influence of local government's overall safety production level on natural gas long-distance pipeline safety management,construct the evaluation system of local government's risk management capability for long-distance natural gas pipeline,and determine 19 evaluation indicators,and calculate the weight of the indicators using the method of analytic hierarchy process.And finally put forward the specific mathematical model and scoring table of the assessment of the local government risk management ability of long-distance natural gas pipeline combined with expert scoring method.On this basis,use the experiment to verify the scientific evaluation of the model,and put forward some measures to optimize the local government risk management of long-distance natural gas pipeline.
