Research On Safety Supervision Of Long Distance Oil And Natural Gas Pipeline

In recent years,oil and gas pipeline accidents happened frequently, and the lessons are very painful, showing safety supervision problems. Through research the problems existed in safety supervision on the oil and gas pipeline, this paper puts forward some effective countermeasures and suggestions, which is of great significance to improve the level of safety supervision and to ensure the safety of pipeline's operation.First, the related theory and the present status of safety protection and supervision on long distance oil and gas pipeline can be summarized in 5 aspects: the concepts of regulation and protection are not clear, the laws and regulations lack enough support,enterprise's safety responsibility can not be implemented, the local government responsibilities are not clear, the rights and obligations are not uniformed. Oil and gas pipeline has both commercial and public welfare dual attributes, which is the main factor that leads the above problems.Secondly, use the evolutionary game theory and build a game model between the government and enterprise ,which including establishing the payment matrix, solving the replicated dynamic equation, listing the Jacobian matrix determinant and trace expression of 5 equilibrium points, asslysing 4 payment cost structure, so as to conclude the strategy evolution law of the two sides in the game under the certain conditions.And then build a game model between safety supervision department and development and reform department,which undertake the pipeline safety supervision work.Through calculate the dynamic equation and analyse expect benefit, the advantanges of cooperation strategy can be concluded.Finally,based on the practicalities of supervision and case analysis in Tongchuan city analyse the main factors of the significance and influence of game parameter's change from the perspective of pipeline enterprises, government and regulatory authorities,which indicates that the enterprise and government implement in a high cost and the government and supervision departments responsibility is not clear are negative to the pipeline safety supervision.Then based on the enterprise property of the pipeline enterprises put forward that the enforcement and protection of supervision law on pipelines should be distinguished and implemented at the same ti, perfecting laws and regulations, improve institutional mechanisms to implement the enterprise's responsibility, overall planning and construction,and mobilize the the local government's enthusiasm of supervision and protection.
