This paper take Guangzhong plain in Shaanxi province as the research area to carry out groundwater monitoring and assessment program research in Shaanxi Province.In the first place,this paper analyzes the regional water resources,and focus on the analysis of the problems existing in the groundwater development and utilization and groundwater monitoring in Shaanxi Province,the typical monitoring wells in typical cities and typical counties of Shaanxi Province are selected to analyze the characteristics of groundwater dynamics,and the influencing factors of groundwater are identified from the climatic factors such as rainfall,evaporation and air temperature.According to the present situation of groundwater monitoring in Shaanxi Province,the groundwater monitoring station network and groundwater monitoring information system are designed,finally,the groundwater monitoring and evaluation methods of Shaanxi Province are studied from the aspects of assessment basis,assessment object,assessment index and assessment method.The main achievements of the paper are as follows:(1)As an important water supply source in Shaanxi Province,groundwater plays an important role in the economic and social development of Shaanxi Province.Through the analysis of the present situation of groundwater development and groundwater monitoring in Shaanxi Province,it is found that there are a series of problems such as over-exploitation of groundwater,groundwater pollution and ground fissure.Especially in the Guanzhong Plain appeared underground water funnel phenomenon,the relevant departments need attention.(2)Five typical cities in Guanzhong Plain of Shaanxi Province were selected to analyze the groundwater monitoring,and the influencing factors of groundwater change were analyzed from the aspects of precipitation,evaporation,air temperature,wind speed,relative humidity and man-made factors,on this basis,the dynamic change of groundwater is analyzed.The results show that there are different differences in the influence of different climatic factors on groundwater,and there are also differences in the change of groundwater in different cities and different counties.However,artificial exploitation has a great influence on groundwater.(3)Based on the analysis of the problems existing in the construction and monitoring of the underground monitoring station network in Shaanxi Province,the groundwater monitoring is based on the design basis,principle,nature,content and task of groundwater monitoring.Proposed the groundwater monitoring station network and groundwater monitoring information system construction program,based on monitoring station network and information system for groundwater management to provide business applications and support services.(4)Based on the objective and fair,scientific and reasonable,the implementation of quantitative assessment and qualitative assessment of the combination of the usual assessment and regular assessment of the principle of combining,assessment areas and monitoring wells to develop assessment indicators and standards,assessment methods and specific assessment methods.Through the research of groundwater monitoring and evaluation methods,it provides a new method and idea for groundwater monitoring and evaluation in Shaanxi Province.
