Study On The Influence Of Environmental Regulation And Efficiency Of Green Economy

China is facing the dilemma of economic development and environmental protection.Looking at the successful experience of developing the synchronous development of national economy and environment,many developed countries regard environmental regulation as a consensus.China began to implement the policy system of environmental governance in 1970 s.However,in economics,environmental goods are typical public goods,the separation of property rights is not obvious,and it has strong externality.It often results in little effect by relying on the micro market itself to govern the environment.If we want to overcome this difficult problem,it is necessary to strengthen the government's regulation on environmental regulation from a macro perspective.Therefore,considering the relationship between environmental regulation and green economy efficiency under macro government intervention has become a very urgent research topic.In this paper,considering coordination of environment and economy,we use non-radial and non-oriented SBM-DDF distance function,in 29 provinces of China from 2005 to 2016,measures a comprehensive index about environmental pollution and economic growth.The relationship about efficiency of green economy and environmental regulation is studied by constructing a double-fixed model panel.the results show that:(1)As a whole,the average green economic efficiency in China is 0.666,and the green economic efficiency in the eastern region is high.Especially in Beijing,Tianjin,Shanghai and Jiangsu,the green economic efficiency is up to 0.950,while the green economic efficiency in west is close to 0.5;(2)the coefficient of environmental regulation to green economy efficiency is 0.7 % and is significantly positive at 5%,indicating that environmental regulation has a significant role in promoting the efficiency of green economy.To some extent,strengthening environmental regulation can make economy and environment achieve " win-win".;(3)China,considering the different role of the region,the environmental regulation,the high and low efficiency provinces and cities have different effects on the efficiency of green economy,and the government policies should be suited to local conditions;(4)the environmental regulation is measured by different ways,and the stability of the relationship between environmental regulation and green economic efficiency is studied.It is found that the coefficient of environmental regulation and cost type environmental regulation has a positive and stable coefficient to green economic efficiency;(5)Based on the "Potter hypothesis" theory,the internal mechanism between environmental regulation and green economic efficiency is studied,that is,environmental regulation can accelerate technological innovation,and technological innovation can improve green economic efficiency,and the cross term of environmental regulation and technology innovation is also positive to the green economic efficiency coefficient.Finally,we give some policy recommendations on analysis conclusion.
