A Study On The Relationship Between Environmental Regulation And Green Innovation Efficiency

Since the reform and opening-up,China's economy has made remarkable achievements,but also paid a huge cost of resources and environment.The traditional high input,high consumption,high emission,low efficiency of the extensive growth mode has seriously hampered the sustainable development of economy and society.As innovation has become an important driving force for the development of our country,it is necessary to use less innovative investment to obtain more innovative output and improve the efficiency of innovation resources.,But also to promote China's economic and social sustainable development.At the institutional level,environmental regulation is one of the important means that the current government tries to change the way of economic development to alleviate the contradiction between economic activity and environmental pollution.It is also an important factor influencing the efficiency of green innovation.Yangtze River economic belt is a major national strategy,and the environment and innovation is the Yangtze River economic development of the two key.In order to improve the green innovation efficiency of the Yangtze River economic zone,it is of great practical significance to study the relationship between environmental regulation,especially the different types of environmental regulation and green innovation efficiency,to realize the strategic goal of the Yangtze River economic zone.In order to study'this problem,this paper analyzes the transmission mechanism of enterprise innovation activities on the basis of combing the relevant literatures,including cost and investment environment regulation,and clarifies that environmental regulation acts on the technological innovation behavior of enterprises Conduction mechanism.And then use the data of 38 major cities in the Yangtze River Economic Zone to measure and analyze the efficiency of green innovation.The ultra-efficient DEA and Marquist decomposition are used to analyze the regional differences of green innovation efficiency in the Yangtze River Economic Zone from both dynamic and static aspects?And then the empirical study on the impact of different environmental regulation models on green innovation efficiency is carried out.The impact of cost model and investment environment regulation on green innovation efficiency is analyzed by panel model regression.The main conclusions of this paper are as follows:(1)The green innovation efficiency is more comprehensive than the innovation efficiency,and the regional innovation and development level of the Yangtze River economic zone.(2)The effect of environmental regulation on green innovation efficiency is dominated by"squeezing effect" and "incentive compensation effect".(3)Environmental regulation can be divided into cost-type and investment-type environmental regulation,and their transmission mechanism for green innovation efficiency is different.(4)The empirical results show that there are obvious regional differences in the green innovation efficiency of the Yangtze River economic zone.The cost-type environmental regulation will inhibit the efficiency of green innovation in the short term,and the investment-type environmental regulation will promote the green innovation efficiency The Overall,short-term negative effects,long-term positive effect.In view of the above conclusions,this paper puts forward the corresponding policy recommendations:(1)To solve the problem of regional imbalance in the green innovation efficiency of the Yangtze River economic zone,we need to adopt more environmental regulation in accordance with local conditions.We can not pursue the technological progress and the development of new products.(2)the impact of environmental regulations on the efficiency of green innovation is negative,there are many drawbacks,the government should play a stimulating effect for the cost of environmental regulation to create a good environment,and for the implementation of environmental taxes in 2018 to prepare.(3)the Government to take environmental regulation policy,we should pay attention to methods and efforts,the use of diversification,the length of the combination of regulatory policies to encourage enterprises to innovate.
