Research On The Investment Anaysis And Control Of Longtai Coal Railway Project

Special railway is an important part of railway network in our country,which facilitates the development of goods transportation along the railway. Funding of special railways is generally raised by large and medium-sized enterprises generally raise while the national trunk railway lines are supported by national basic construction funds. As a result, the investment control of construction process of special railways is likely to be ignored. The railway construction project consumes a large mount of investment. Therefore the investment control plays an important part in project management. With long track line, broad involved area and long construction period, various risk problems appear during the process of construction planning, designing, implementation and completion. it is necessary to prevent and transfer risk by scientific management methods to make sure that implementation of the project go smooth.This paper chooses the Longtai Coal Railway project located in Shanxi, Shanxi and Inner Mongolia border as the research target. First of all, the necessity of the construction of this coal railway is analyzed according to the needs of the project and the surrounding conditions of railway transportation; Then the whole process of this project is disclosed and analyzed from the standpoint of main technical standards, route plan and the operation mode after the completion. To verify the feasibility of the project construction the financial evaluation and national economic evaluation is completed according to the project investment estimation and the expected return. Finally on the basis of the theory of engineering cost management, the common problems of the investment control have been exposed and corresponding control measures are presented. Similarly the risk factors have been listed based on the knowledge of the construction project risk management and response measures are put forward from the perspective of implementation of risk prevention.Longtai Coal Railway counts as large-size freight railway in northwest, research on its investment and risk control is more representative than that of other small special railways. The achievements of this paper show some referential significance for similar railway construction projects. It is necessary to analyze various factors of all aspects in order to achieve the goal of reasonable control of the project.
