Management On Investment Control Of Yiyang Railway Construction Project In Shouguang Province

This article combines with the practical situation of railway construction and accords to the investmen control and product life cycle management principles in the whole process of railway construction . Yiyang-railway construction project will be divided into investment decision-making stage, designation stage, bidding stage, implementation and completion stage. Based on the actual situation of project management, investment controls of each stage are studied in detail.Firstly, this paper describes the background and status in domestic and foreign research,the ideas and methods in research; Secondiy, along the Yiyang-railway construction program,it analyzes the problems that have happened in investment decision-making stage, designation stage, bidding stage, implementation and completion stage;Finally, it proposes the countermeasures to improve the investment control in the various stages.Decision-making stage passes through the implementation of the project legal person responsibility system ,a clear investment control of the main, and determines the building goal of a scientific and rational, then strengthenes the control of the main building indicators and the economic evaluation of the project to control the investment. Designation stage must strictly carry out the designing bidding, and use engineering designation bidding and designation proposal campaign.A rigorous examination will control budget in the estimation.Actively using a limiting designation can strengthen the designing consultation to achieve the optimization of the control objectives. The bidding stage must strictly enforce the bidding responsibility.Through standarding bidding behavior determines a reasonable contract price.
