The power systems involves the productions, the transmission, the distribution and the consumption of electricity. Among them, the power transmission and distribution networks are the ligaments between power stations and users. As the most important aspect, the reliability is the primary factor to consider. Apart from the weak power grid structure, the blackout overhaul, the power rationing and other factors, the lightning strikes is another most important factor causing the decline of the reliability.This paper is based on Siping area transmission lines. The ATP-EMTP software and the regulation method are used to evaluate the lightning protection performance of 220 kV, 66 kV and 10 kV transmission lines in Siping. Many practical measures can be used to enhance the lightning protection performance, such as by improving the insulator string's U50% voltage level, by installing surge arresters, by reducing the groundign resistance, etc.The tower grounding devices connect the ground wire through the tower or leading wire, whose effect are to direct the lightning strike current into ground to reduce the damages of power outages and accidents caused by strikes. In this paper, the most famous grounding calculation software CDEGS is used to model the grounding devices in Siping, then the Vector Fitting method and the circuit synthesis technique are used to build the circuit model of the grounding devices which will be used in ATP-EMTP software.At last, the Visual C# language is used to establish the lightning protection software, which can calculate the counterattack tripping rate, shielding failure trip-out rate, lightning withstand level and others. The software can be used as an auxiliary tool for the lightning protection performance evaluation.
