The water security is one of the core parts of a city's life-blood engineering.With increasingly economic development of Xingsha district at present, it demands higher requirements for execution on safety of city's water supply. This paper detailedly introduces and analyses the causes for sudden accidents of water supply in Xingsha district as well as studies measures on emergent water supply from three aspects aimed at various emergencies, including w aterworks joint scheduling, backup water resources and response plan for emergencies. Based on which it optimizes the output under emergencies and provides optimal allocation model for output of multiple backup water resources.At present, the drinking water source of Xingsha district is mainly from Songya River and Zhushuqiao Reservoir. The reason for emergency water supply in Xingsha district is that the fragile environment along the upstream of Songya River can easily result in sudden water pollution accidents. The raw water of Zhushuqiao Reservoir is transferred to waterworks through long-distanced pipeline, which leads to precipitation of water impurity and takes 10 to 15 days to work of remediation and dredging annually. With regard to these problems, following measures are put forward based on the adjustment sofeware of Hongye municipal pipeline and sofeware of hydraulic calculation. Firstly, increase trunk pipelines and establish waterworks joint scheduling. Secondly, channel a second water resource--regard Zhushuqiao Reservoir as the backup water source for Xingsha waterworks and make Xiangjiang River and Songya River to be that of Liaos' Ancestral Temple waterworks. Thirdly, on basis of engineering measures, establish plan of emergent water supply in Xingsha district as non-engineering measures.By comparison of laying ways in DN1200 pipelines between waterworks joint scheduling and engineering of backup water resource drawing the conclusion that pipelines can be achieved with versatile utilities through simple valve switching and air partition so as to save the cost.According to the total scale of water demand in Xingsha district under emergencies and the analysis of water supply on two waterworks after the completion of engineering measures, such conclusion can be drawn: when the water supply of Xingsha waterworks totals 0.16 million m~3/d and that of Liaos' Ancestral Temple reaches 90 thousand m~3/d, the whole cost of operation can be the most economical.By analyzing characteristics of two backup water resources of Liaos ' Ancestral Temple, establishing optimal allocation model of Xiangjiang River and Songya River as well as adopting LINGO mathematical software to its solution, the conclusion is : under emergencies, the economic dispatching supply of Xiangjiang River and Songya River is 704 hundred m~3/d and 268 hundred m~3/d.
