The electric power is an important industry in our country, the electric power system is a complex system, including the electricity generation, electricity transmission and distribution network system. Distribution network system is closely linked with the city life, so the distribution network has a direct impact on people's production and living, the management of the facilities and construction of the power grid is particularly important. Distribution network contains a large number of devices, including substation, switch and power lines. These devices which are closely related to the geographical background are distributed in different locations in the city. These devices also contains a large number of attributes which are an important target of our management of power facilities, such as name, number, voltage grade, manufacturer, date and so on. The traditional equipment management method is difficult to use in geographical background, but geographic information system(GIS) is a modern information technology, which can be used to solve the above problems.Our country is promoting to construct "Digital power grid”. Distribution network is an important part of " Digital power grid”, the construction and development of the distribution network takes the related theory and technology as a guarantee. This paper puts forward the concept of graphic-attributes integration, we can combine the spatial information and attribute information with the concept to achieve connection of image & text. In this paper, we can build different models for electric power equipments with the theory of graphic-attributes integration and the technology of GIS. We can make demand analysis and function modules of the system. Using ArcEngine components, VS 2008 software and VB.NET language to complete the development of distribution network system of graphic-attributes integration. This software achieves the function of inputting, collecting, management, retrieval, browsing, editing, publishing and updating the data. Finally, taking distribution network of Xiangtan as an example, we analyze the various functions of the system.The platform can greatly improve the efficiency of equipment management, and provide intellectual support for the planning and construction of distribution network.
