With China's construction industry, the rapid development of the real estate industry, the traditional mode of construction project management is constantly being changed, in order to China's construction industry to the international market, must quickly become familiar with the use of FIDIC Contract Conditions. At present, the international engineering practice point of view, more and more projects are using FIDIC to resolve issues relating to disputes and disputes. And unlike other public works projects, mostly due to the project relatively large, complex, vulnerable to the surrounding environment, weather changes, funding, administrative intervention and other effects, often the construction of cross, construction units interfere with each other and so on.Firstly, This paper defines the theoretical basis of the cost control of municipal engineering projects, including the concept, characteristics and principles of cost control of municipal engineering projects, the impact factors of municipal engineering project cost, that is, the internal factors and external factors, and the method of the cost control of municipal engineering projects. These theories are the theoretical basis and starting point of this study. Subsequently this paper has carried out the Qingdao thermal power plant circulating water heat supply project overview, including Qingdao thermal power plant circulating water heating project background, as well as the Qingdao thermal power plant circulating water heat supply project content, Qingdao thermal power plant circulating water heat supply project main investment cost, clear Qingdao thermal power plan circulating water heat supply project characteristics.
