Cost control runs through the whole operation process of municipal construction enterprises.This work is very systematic and has a high degree of complexity.Especially in recent years,Tengzhou City "three cities create together",the market space is large.At the same time,it also makes the competitive environment of the market worse and worse.Major construction enterprises in the city are winning the market by lowering the bidding price of the project,resulting in vicious competition.So that some enterprises offer less than the cost of the tender price,seriously reducing the profit margin.Construction quality can not be mentioned.Therefore,only by using effective project cost control methods to control the whole process of the project and establishing cost control system,can construction enterprises stand in the construction market.Municipal engineering,which is different from other construction industries,has its own characteristics and difficulties.The necessity of cost control is self-evident.In view of the cost control of Tengzhou municipal construction enterprises,this paper studies the characteristics,principles and methods of cost control.Taking the construction project of X Road in Tengzhou as an example,this paper makes a systematic analysis and study from the aspects of project organization,management methods and on-site construction,and makes a detailed discussion on the cost control of the existing bidding and construction stages of the project.This paper expounds and puts forward some suggestions for the future development of municipal engineering project cost control.Firstly,the cost control of municipal construction enterprises in Tengzhou is the main content of this paper.In this regard,this paper specifically describes the research ideas,research content and research focus of this topic.Secondly,through the summary of the project content,design features and construction difficulties of Tengzhou X Road construction project,according to the different stages of cost control,the specific content and methods of cost control of enterprise projects are integrated and analyzed.In the bidding stage,the construction cost is forecasted by using grey prediction model.In the construction preparation stage,the target cost method is used to determine the target cost,and then the cost plan is formulated.In the construction stage,we pay attention to site management,subcontracting project and risk relatedcost control,and use win-win method to analyze cost control deviation,and take organizational and technical measures to control costs.Cost accounting was carried out at the stage of completion and acceptance.Finally,some suggestions are given for the future development of cost control.The main recommendations are as follows:(1)Improve the cost control system.Enterprises should pay attention to the key factors of cost,namely labor cost,material cost,use cost of machinery and equipment and management cost.Establish clear cost control operating procedures,such as cost implementation rules,management processes,etc.(2)Improve the project manager responsibility system.The project manager is responsible for the safety,quality and progress of the project.Project managers should strictly carry out safety production management;strengthen the process inspection of project production and quality,and implement the responsibility to people;strengthen the management and control of project progress to prevent project overdue.(3)Strengthen the control of project subcontract.Enterprises should strengthen the management of subcontracting market,strictly examine the qualifications,reputation and construction level of subcontracting enterprises,and sign subcontracting contracts on the basis of reciprocity.
