As well known, urban infrastructure pipelines are one important part of modern urban infrastructure, which including water-supply pipelines, rainwater drainage pipelines,sewage drainage pipelines, burning pipelines, heating power pipelines, communications pipelines and electricity pipelines. As all kinds of pipelines are the important material basis to maintain the survival and development of modern cities, so they are called as the "lifeline" of cities. In one word, urban infrastructure pipelines make a great influence to the modern urban economic, and the safety development, the healthy development and sustainable development of the social relations.Pipeline transport is one of the five transportation means in modern society, and the others are railway, highway, water and air transport. As a special kind of pressure on transportation equipment, pipeline transport is widely used in electric power, metallurgy, petroleum and chemical industry and in city burning pipelines and heating system. Pipeline transport is the first choice for transport for oil (gas) transportation and has be a major role in the development of the society. Long distance transportation pipeline transport goods in origin areas, storage vaults and user units, which generally need transport pressure pump station in the pipe to transport by pressure. Long distance transportation oil (gas) pipeline system is a large complicated system, which involving multipleaspect risk fators, such as the storage medium, storage and transportation process, the environment, the third party damage, and management.As China's reform and opening up has been continuously deepened and improved, the process of regional urbanization has been gradually accelerated. Therefore, according to the needs of social development and economic development, the domestic long-distance oil (gas) pipeline planning and construction has been rapidly expanding, the relevant pipe network through the region and the city has becoming more and more common, and showing the trend of normalization and inevitable. And it is bound to cause new challenges for urban planning for the oil (gas) pipelines, especially causes new research topics for the modern urban infrastructure pipeline planning. Otherwise, because of the complexity and particularity in the construction process, and we can't comprehensively consideratie all the influence factors on oil and gas pipe gallery in the process of crossing of modern urban construction district or city planning area, which will improve the difficulty of temporary Gallery urban infrastructure pipeline planning management. And in recent years in China, the occurrence of several major oil (gas) pipeline accidents has caused major losses to the country and the corresponding regional economy, which also sounding the alarm to the corresponding regulators, so the State Council of Chian set 1 the long distance oil (gas) pipeline operation safety issues to be one of the national key work in 2015. All of these questions make the study of the problem of the urban infrastructure Pipeline Planning near the oil transportation (gas) pipeline to be very important and urgent.In this paper, with taking Dalian Development Zone as example, we mainly research on urban infrastructure pipeline planning countermeasure near the oil (gas) pipe gallery in view of in city planning. Firstly, we make the the safety survey to the oil (gas) pipelines and urban infrastructure network near long oil (gas) pipe gallery in Dalian development Zone, with the census data of city pipe network and dangerous chemical pipeline as the foundation, through the summary to related network hidden danger and the comparative study on the relevant legal provisions, and we establish the corresponding mathematical model by the risk degree method. Secondly, we make statisticsanalysis to related datas. and put forward the optimization scheme to pipe network layout by the mathematical model.Finally, we give the optimization scheme to oil (gas) pipe rack pipe network graphic programming of urban infrastructure, and give the improvement scheme of pipeline network, and give the pipeline network planning solution to the existing pipelines in the end.The research results in this paper have some certain theoretical research significance and practical guidance in the modern urban infrastructure pipeline planningil near oil (gas) pipe gallery.
