Study Of National Hydrographic Management System Construction In The New Era

The twenty-first century is proved to be the century of ocean, and ocean development bears great strategic significance to a nation. Especially in recent years, the ownership of sea and island, the development and management of marine resources, etc. urge our country to attach great importance to the ocean development. As the provider of most basic surveying services, hydrography has gradually become the indispensable part of integrated navigation guarantee system in the maintenance of national marine infrastructure. Under the background of new era, hydrographic development faces brand new opportunities and challenges. To change the development limitations existed in current situation, such as institutional mechanisms, capacity building, participation in international affairs, etc., and to build national hydrographic management system, comprehensively promote hydrographic work are the purpose of this thesis.Based on national hydrographic management system construction, this thesis breaks through traditional hydrographic concept, comprehensively concludes hydrographic practice meaning, fully learns advanced international hydrographic management experience, and constructs the architecture on hydrographic management system. Therefore, the direction for insititionazation and standardization on hydrographic management is clearly points out, the management principles and objectives of the system are formulated, the operation mechanism is developed, the key construction work are expounded, and at last the targeted and operable suggestions are put forward for the implementation of the management system, which will have a guiding significance to carry out hydrographic management in China.Through comprehensive and systematic analysis to the limitations and shortcomings of hydrographic management in China, this thesis draws some preliminary conclusions: necessity of construction on hydrographic management system was determined based on the analysis of hydrographic importance and the management problems; hydrographic management system is the foundation and guarantee to realize sound management; implementation of the hydrographic management system should focus on innovation and flexibility of management means; hydrographic management should comprehensively carry out capacity building. It is hopefully that this study could enable the hydrographic management department deepening the understanding on hydrographic management, meanwhile, implementing the relevant work in the management process according to the hydrographic management system, thus to promote national hydrographic development and continuously meet the objective needs of the marine development in the new period.
