Research On Public Transport Evaluation Mechanism Of Chongqing Metropolitan Area

In the process of the rapid advance of urbanization in China,the rising popularity also vehicles,cities face a variety of congestion and pollution problems,and development of urban public transport plays an important role in solving related problem.Urban public transportation is one of the important infrastructure of city,is the city's economic development and people's living necessary for public welfare undertakings,impact on the urban functions of normal play important role in organization,is the key to the city's comprehensive competitiveness,get consistent attention around the world.Currently,as the public transport construction in China starts late,the bus there is a lack of planning and construction of infrastructure,management ability and service level of public transportation,but also need to further improve.In chongqing,bus operation from seven companies were separated into the bus regional management,reasonable allocation and setting up the operating area of the bus company and operating circuit,so as to solve such problems as excessive competition and inefficient use of resources.But that really exists low management efficiency,service levels drop,and defects such as short service.Based on the analysis of public transport operation and industry management in Chongqing urban functional area and profiting from mature experience and application research of public transport management assessment all over the world,this article derived 80 indexs correspondingly from operating level,management level,economic benefits and service level,etc,and 12 first-lever indexes,29 second-lever indexes and 37 third-lever indexes from three aspects(Urban area function,public transportation and Mass Rapid Transit).By authorizing these indexes in fuzzy analytic hierarchy process,and then dealing authorized indexes with non dimensional treatment,this article provides a targeted local public transport evaluation system,and tries to establish an application strategy of the government public transport subsidy and the evaluation system.At the same time,according to the status quo of the existing functional areas in chongqing public transport subsidies as well as the existing problems,and puts forward the following two solutions: one is to use the existing index system as the foundation,in which then introduce incentive mechanism,so as to encourage public transport enterprises to improve service quality;Second is to regularly check bus companies operating cost and income,gradually establish a regulation cost,provide scientific still for government subsidies.Through these two measures,which is beneficial to reducing the government's fiscal pressure and realize the sustainable development of public transport.
