Recent years,with the rapid economic development of China,many conflicts such as transportation congestion can be witnessed.The promotion of public transportation priority is believed to be an effective approach to solve the congestion problems.China has shown a substantial progress since the establishment of transportation priority initiatives in 2004.However,several problems still be witnessed such as inefficient management mechanism,insufficient trip share rate and lack of infrastructure building,etc.Among which,operation institutional problem had already been a major bottleneck restricting the further development of the public transportation of China.To establish a scientific and appropriate urban public transportation management system is quite essential at this point of view.Therefore,the paper targets on the research of regional bus operational and managerial system based on empirical case study of Chongqing.This paper firstly analyzed the development characteristics of the standard bus system in basis of the regional spatial layout,then illustrated the existing problems and the necessity of building regional managerial bus system.In accessing conceptual outcomes of such system building,analyzed the disadvantages and solution might face in the study.Then,the paper suggested the regional bus managerial proposals,including integrated regional management scheme,optimization of bus route network and the resource re-organization based on the current development status of Chongqing.Finally,based on the chronological order of implementation,using “4-Step Approach” to forecast the passenger flow and evaluate the direct benefit,including both socioeconomic benefit and enterprise managerial benefit.This paper primarily researched on the regional managerial institution based on the existing standard bus development issues and challenges in Chongqing.Therefore,a greater understanding of such area of managerial approach is needed for further research and study.The research results were expected to be a solid theoretical foundation for the renovation of China's public transportation priority initiatives.
