The development of era and urban expansion has been bringing about renewals of urban functions layout and road network constantly.As a whole,the relationship between functions layout and network is a complex,multilevel,bidirectional and collaborative optimization mechanism.The state of the overall optimization is the consequence of the competition.The research of urban function layout and road network is based on planning level.The macro research results have been relatively mature,but the study of micro level was relatively few.Before the microscopic research on regulatory plan,the relationship between function layout and road network was analyzed.Then building the hierarchical planning concept assessed the relationship about them.At last,the optimization model of index parameter which was filtrated was built for regulatory plan preparation and adjustment.First,the basic definition of urban function layout and road network is put forward.On the one hand,function layout decides the network structure,and on the other hand,road network restricts function layout.The restriction embodies in land control index.And the land layout and demand of different property are limited by road network.Secondly,through the analysis of problems in regulatory plan compilation and practice,it is known that disconnection between planning and lack of evaluation is the reason of a large number of regulatory plan changes.By the hierarchical planning concept,namely “area level,block level,and parcel level”,the planning system is put forward to assess structure,determine block and optimize land exploitation.Then,according to the interaction between urban function layout and road network analysis and hierarchical planning concept,the theory of space syntax is used to evaluate their structure,the principal component analysis is used to select optimized index and the improved consumption of time and space method is used to build land plot ratio optimization model under the limit of network capacity.Finally,it is evaluated which is the area function layout and network structure of Chongqing Yuelai eco-city under the regulatory plan.It is included that outward passageway meets area demand and internal roads don't match function layout.Then using the method,land layout and plot ratio is adjusted by a optimized way.The result confirms that the planning method and model has theoretical significance and practical significance by comparison with the results of regulatory plan editing and revision.Through the above study,the microscopic analysis and optimization between urban function layout and road network is necessary in the regulatory level.The hierarchical planning concept has a guiding significance to planning.The integration plan about function layout and road network can be analyzed and assessed by the theory of space syntax on “area level,block level and parcel level”.And under the restriction of road network capacity,the quantitative relationship can be got about land development intensity.The analysis method and model is beneficial to improve the urban planning and strengthen planning practice guidance.
