With the rapid development of national economy, a kind of industry agglomeration, which contains commercial, financial, service and business office hotel, arises in many cities. This phenomenon is more obvious in metropolis, and we named this agglomeration as central business district(CBD). CBD locates at the central of the city, and owns a high land value. This indicates that more people, industry and treasure gather together in this limited space to improve the land utilization rate. Therefore, more and more large underground space, super high-rise buildings, and places with high people density appear, resulting in higher fire risk level for CBD.Generally speaking, a CBD in a district has an international effects. Taking CBD of Tianjin city as example, it is not only belongs to Tianjin, but also is shared by our whole country and the whole world. With the characters like high people density, limited space, fire offers a huge challenge to the capacity of evacuation and firefighting. Failing to take promote action in front of fire will lead to serious economic losses and casualties. So, fire disaster may lead to far-reaching international influences. Therefore, fire risk assessment of such area is necessary to prevent and/or reduce the fire risk rate.In this paper, the authors summarize the causes, factors, and characters of city area. Binhai New Area is taken as example during the research. A relative thorough index system for fire risk assessment was established based on this area. Analytic hierarchy process(AHP) method was used to determine the weight of each indicator, and reflect the importance of different indicators. The evaluation model was combined with ArcGIS technique, and classified the fire risk level of different sub-district. Based on the classification of different areas, the layout of fire station was rearranged with the method of GIS chimeric coverage model, and resulting in reasonable firefighting resource distribution.
