Along with the continuous opening of coastal cities, the transportation industry has taken scientific development as its theme and the structure adjustment as its main development direction, and has transformed the development model of the whole industry since the 12 th five-year plan. As an important part of transportation system, the harbor channel has been paid more and more attention to, especially its evaluation and the analysis of traffic capacity. Combining with the working practice in Hainan province of the author, the article launches from the following three aspects.Starting with the importance of the harbor channel traffic safety evaluation, this article introduces the methods for determining the width and depth of the channels that attaches too much importance on the channel traffic safety, and proposes reasonable planning and construction for the channel through a comprehensive study on domestic and foreign relevant results. Factor analysis model for channel traffic safety, which is based on multilevel fuzzy comprehensive evaluation, will be put forward. Human factors, ships factors and environment factors will be taken into account. The model will be adopted to determine whether the waterway is safe or not with a numerical example.On the basis of cellular automata model, waterway traffic model has been established. In the background of waterway traffic, cells, rules and simulation process of cellular automata are designed. The conclusion of many simulation experiments is: when the channel is accessible, the safe distance of ships and the service time of harbors will influence the traffic capacity of the channel. Further distance between ships and longer service time of ports results in lower traffic capacity. The maximum speed of ships has nothing to do with the traffic capacity of channel. When accidents in the channel influence ships’ traffic, the further the safe distance between two ships is, the higher the speed of ships is, and the better the traffic capacity will be.Employ queuing theory to study channel capacity. Port berths and channel anchorage are regarded as a whole service system. The shipping to the port is customers who accept service. It also set up the standard M/M/c queuing model, and calculate the parameters involved in the given example of the port channel services.The paper uses the fuzzy mathematics theory, the cellular automata theory and queuing theory to analyze the safety evaluation and capacity of harbor, which has a certain guiding significance to the practice. The future research direction can be considered as follows:(i)The design of influence factors can be further optimized.(ii)The rules in cellular automata can be more close to reality.(iii)The research using queuing theory can consider more actual situations.
