There are many characteristics of power system in China, such as thin regional relations and complicated relations within the region, large seasonal changes of load power, little difference between through-put power and transmission limit with overload. Because of the above contradictory characteristics, only if we cons ider synthetically the light or heavy load and the sparse or dense connection when we calculate the power grid safety, we can optimize the control method better.At present, the main means of maintenance of power system transient stability are emergenc y control and reclosing, whose action involves following variables:(1)The amount and the position information set of generating unit tripping or load shedding;(2)The time of emergency control;(3)The reclosing time;(4)The set of different location infor mation of failure.Dynamic security region studied about the transmission line system has the empirical rules as follows:(1) With change of the line fault point, the corresponding dynamic security region has approximate parallel hyperplanes and little sp ace angle;(2) The fault point changes in certain direction,the variation trend of hyperplane has the same trend;(3) The optimal reclosing time is existent, which can make the transient stabilit y best;(4) The optimal reclosing time contributes to the res toration of power angle stability.Combined with the basic theory of dynamic security region and the above conclusions, this text made large numbers of simulation experiments to further explore and come to the following conclusions:(1) In the multi swing instability failure, the emergency control has the optimal control time. If the generating unit tripping or lo ad shedding is carried out at that time, the result will be better than the most rapid emergency control for power system;(2) There are severa l optimal extremal interval. The low interval of them is placid. And during that time domain, the stability of the system is basically unchanged.In this paper, we refine newly the evaluation standard of system stability. Based on the optimal emergency control model which is on account of the dynamic security region, we put forward the improved emergency control model in consideration of control time in the multi swing instability. At the same time, we reveal the means of calculating the optimal reclosing time based on dynamic security region. And by means of exploring the combination of those parts in the practical application, we develop a comprehensive optimization method on the basis of the reclosing and emergency control of dynamic security region. That method is combined with the two major control m eans and take the optimization in optimal time perspective. Besides it achieved the fast calculation of different fault locations on basis of ex isting angle even rotation method. This paper uses the examples of IEEE 4 machine 11 bus system and IEEE 10 machine 39 bus system to illustrate and validate the above method. The result demonstrates the correctness of the conclusions and the feasibility an d practicability of the comprehensive optimization algorithm.
