With the rapid development of the vehicle networking technology, this technology is widely used in various industries. Different vehicles are connected in some vehicle networking systems, while in other systems, vehicels are interconnected with terminals. And now this technology has been a cental issue in the realm of computer technogy. Generally lots of software in the vehicle networking systems are designed as client software, this way requires the users to install and upgrade the software, but it is not conducive for the users to operate. And the readability is bad for the users, neither is the interoperability of the UI. Besides, the operation experience is not great either. And most of all, the function of the data display and the data processing are integrated in the same single system, which reault in a high degree of coupling. Therefore, an user-maintenance and user-friendly software system will greatly promote the development of vehicle network applications.This paper describes a design and implementation of the GIS-based communication vehicle system in detail, the GIS-based communication vehicle project in the paper is a Web-based communication vehicle information system, which uses GIS as a platform(the Baidu Map). It has a basic map service module, whose function includes displaying several different map, map zooming, viewing devices' detailed information, drawing march instruction arrows, displaying vehicle clusters, classification display, displaying vehicle trajectory. And a second module is the user management module, which is used to insert, update, delete, query the users. A third module is the vehicle collaboration module, which is designed for the different communication vehicles and subordinates to communicate with each other, and its function includes text or voice messaging and real-time video communication. A forth module is the file transfer module, which is used to transfer various types of files between different users. A fifth module is the classification of statistical information module, whose function is to sort and display vehicle informations, link informations and user informations in different types. Our software is designed to support the hardwares of the communication vehicle system, aiming to play a important role in the battlefield.Our system is designed on a distributed server architecture, in which the browser and the backend server use Pushlet lightweight framework to communicate with, socket communication mechanism is applied between multiple back-end servers, Web RTC framework is applied in real-time video sessions, Html5 technology are used to designed the web videos and recordings, and Sci DB distributed file system is used for the storage of the location information which is much larger.The codes of the system have been completed for now, and we have already begun the corresponding deployment tests, our system is in line with the user's demands, and the upgrade of the system has already begun. In our designed system, all users can access the system through a browser, which is user-friendly with no upgrades and maintenance.
