With the rapid development of Chinese economy, The number of aircraft is growing rapidly, resulting in a case of "Air traffic jam" occurs frequently, more and more "air traffic control delays reason" so that the air traffic control system suffered unprecedented pressure to China's airspace management and air traffic control units ushered in an unprecedented challenge. And limited natural resources, airspace and traffic management techniques and tools lag makes air traffic safety accidents, flight delays increased.From the impact of flight delays, the most important factor-air traffic control process under the constraint of the airspace structure as a starting point, from system level modeling and analysis of the entire air traffic network, airspace is divided into sectors based on operational efficiency and workload and dynamic routes such as the deployment of air traffic management foundation.
