At present, China's public buildings, high energy consumers accounting for up to99%. The reason is mainly the lack of consideration of the cost of late in the design phase, we consider only a one-time cost of inputs, making the entire life cycle cost of the lack of economic construction, technical and economic integration is not close.Public building design stage for the current problems and the importance of the design phase throughout the life cycle of the entire public building in, the study presents value engineering theory, using the cost model of the entire life cycle, using systematic functional analysis techniques, qualitative and quantitative methods to assess design.The study first describes the basic theory of value engineering, describes the activities of the design phase of public buildings in the form of value engineering and value engineering organization; secondly analysis of the entire life-cycle costs of development, pointed out that throughout the life cycle is important in the design phase sex; reintroduce systematic functional analysis techniques; again is a specific application of value engineering through project examples; and finally concluded,value engineering can reduce costs, maximize the energy saving effect. |
