At present, the total area of approximately4.5billion square meters of publicbuildings in China,99%of which buildings are energy-intensive While still at the peakof construction, new housing nearly2billion square meters a year, exceed the sum ofthe volume of all construction in developed countries and in new buildings, still hasmore than95%belongs to energy-intensive building! Because the consideration duringthe design phase is a one-time investment cost, less consideration of the finishedconstruction’s use fee、maintenance fees、 and after expiry of the project scrappeddemolition charges,this will make the whole life cycle of the project is not necessarilyeconomic;And the Combination of technical and economic is not close enough and soon. Point at these problems currently existing in the public architectural design and theimportance of architectural design in the project life-cycle, this paper proposed solutionof value engineering theory,using life-cycle cost modeling and systematic functionalanalysis techniques,quantitative and qualitative evaluation of design.First, paper introduces the value engineering’s principle,public architecturaldesign stage of value engineering organization and the procedure value engineeringactivities。Value engineering’s work plan provide from the beginning to the conclusionof the study carrier. Work plan for value team provides all information required for aresearch grant and for value team’s creative work and analysis of alternative schemeprovides sufficient time, so the project team can select the best alternative.Second,reviewed the developments in the theory of full life cycle costs,putforward the necessary of full life cycle costs theory in the public architectural designstage, component analysis of life cycle cost and life cycle cost calculation method,toachieve the aim of project life-cycle costs.Then, the paper describes systematic functional analysis techniques. Functionalanalysis is the analysis of the system of mutual relations of powerful graphics tool, helpvalue team members develop thinking, grasp the necessary function, find unnecessaryfunction. Systematic functional analysis techniques embody the characteristics offunctional analysis. Functional analysis is to determine whether using value engineeringmethod in the project’s most basic problem.After that, use the value engineering in project, through the practical application ofthe value engineering in the public building design phase, from the perspective of practice set out in the application of value engineering in the design getting greateconomic and social benefits.Finally, get the result. Value engineering as a combination of technical andeconomic methods exactly catering to the lower cost, improve the performance of goalpursuit, played a great efficiency in the public architectural design,in case method afterthe application of value engineering in project value of improved81%; Paper introducelife cycle theories and systematic introduction of functional analysis techniques,established a value measure; Potential research directions pointed out that theapplication of value engineering.
