Along with the establishment of market economy system in our country, the civil aviation transportation industry has the new breakthrough in both scale and technology, it shows a strong development momentum. On the one hand, the great enhancement of air transport capacity make the surge of throughput for the airport; the continuous improvement of running speed shorten the air flight time. On the other hand, the characteristics of the airport ask for it far from city center, such problems as the continuous increase of passenger travel time between airport and downtown, and the low service level also gradually revealed, it has become a bottleneck to the further development of civil aviation transportation industry.In this paper, the connection network of road-civil aviation passenger is studied. First, this paper analyze the future direction of the airport,put forward the necessity of road and air combined transport. Then, this paper discusses the transfer present status and existing problems of ground transportation and airport, introduce several possible network configuration of road and air combined transport, includes point-to-point and hub-and-spoke network structure, carry on economic analysis of the network. Through the investigation of civil aviation passenger’s transfer intention, and personal social economic characteristics, travel characteristics and service properties, forecast the airport passenger by the method of time series feature and elastic coefficient, so transfer passenger and passenger flow point is obtained. Compared several kinds of node selection method of transport corridor, established selecting principle of the road-civil aviation transfer stations. Through the node important degree method to choose nodes of transfer class line, finally getting spare node collection. In social cost benefit minimum as the objective function, the lower adopt Stochastic user equilibrium traffic assignment model based on logit, constructed the bi-level programming model. Finally used the genetic algorithm to solve, got a line, site layout, and frequency of every line.At present, road and air combined transport is performed more in our country, but related theory research is less. Airport and the road passenger transport transfer effectively, not only promotes the accessibility of the airport and the attraction of hinterland of the city, but also increases new business and profit space for road passenger transport enterprises. So the research has certain theoretical value and practical significance in society.
