In the 21 st century, China's economic is developing Rapidly to a new high level, the number of railway lines under construction and has built has a substantial increase compared to the previous, the railway transportation industry is going to flourish. the quantity of dangerous goods by railway transport also increased year by year, on the one hand, the railway line' s features is points, long and distribution network,it makes the hazards of dangerous goods by railway transportation occurred accidents serious, on the other hand, the enhancing safety awareness and increasing security needs, as well as the emphasis on security issues is increasing, make the transport of dangerous goods safety management has received increasing attention. So this paper has its great practical significance for study the emergency plan of railway dangerous goods transport, it can be used to guide the actual rescue work. the main contents are as follows:(1) Firstly, make a brief introduction to the basic theory of Petri nets. Then introduce the theory of colored Petri nets and its advantages, as well as reasons for choosing modeling tools CPN Tools, namely its four advantages: a graphical user interface, ML language, simulation and analysis of state space. Finally, make a brief introduction to the concept of stochastic Petri nets and methods of qualitative analysis to the system.(2) discuss the emergency management system's fame of our country from the Railway Company to the basic stations, and four basic requirements for contingency plans: rapid response, effective rescue, harmonization, combine theory and practice. On this basis, make a detailed process analysis to the part receive alarm?response& disposal and upper disposal,make a foundation to the next chapter.(3) Taking the advantages of modeling CPN Tools software into account, according to the modeling principles and methods, use its good hierarchical modeling capabilities to establish the model on the basis of the establishment of the overall model by replacing the transition with the detailed model, for good description the characteristics of the emergency system static and dynamic characteristics. By output data state space reports of CPN Tools' s state space analysis function and stochastic Petri's theory make a verification to the model's reachability, boundedness and activity.(4) With specific incidents as the background, make a quantitative analysis to the model.According the tree construction algorithm to build up a tree, then make a Markov chain. On this basis, structure the transfer rate matrix, then solve the matrix equation get the steady-state probabilities. by the steady-state probability calculate the final performance index, to estimated the final performance of the entire system.
