Dispatching operation of water conveyance project is very complicated due to its characteristic with strong monitoring in real time and high reliability, especially for automatic control of water diversion project.Management and running of project is to both ensure engineering safety, water target and meet optimal configuration of water resource and economic operation. The system of management and running could improve the level of canal system operation and the utilization of water resource thoroughly. It is significant for safty of water conveyance project running to develop the scheduling decision-support system of water conveyance project which possess operation decision, simulation, safty warning.This paper takes the Shandong part of South to North water diversion project as the research object, constructs a scheduling operation system, researches the system development and the control model. The main research results are as follow:(1)The paper builds the scheduling decision-support system of south north water transfer east route project. According to the project requirements, the principles of system design are explained, including overall principle, practical principle, simple principle, normative principle, extensible principle, economic principle in the system, and so on. At the same time, the paper presents the main framework of the system, including data layer, application layer and presentation layer.(2)The paper establishes the database of dispatching operation. The relational database is established, base on the collected data and SQL Server, which including step pump stations in south of dong ping lake water transfer project, Lubei conveyance project and jiaodong conveyance project and so on.(3)The design of water diversion project scheduling operation system. Secondary development for the scheduling operation system are carried out based on VBA language.(1) Automatic collection to hydrography: Using the water level gauge, flow meter, telemetry terminal and RTU, GPRS transmission module to collect the information of channel water level and flow.(2) Using computer image technology and 3D virtual technology, 3D visualization to display the information of current water level, flow and other channel section in a 3D visualization form.(3) Using computer graphics technology to draw the real-time change process lines of water level, flow and gates opening process.(4) Using statistics and regression analysis methods, analysis and predict the change process of water level and flow, early warn the alert condition, call the unsteady flow simulation subsystem to simulate and analysis the level and flow change process.(4)The GA-based PID control method is proposed. The unsteady flow of canal GA-based PID control process is simulated. The simulation results show that the system is stable.
