Highway Engineering Of Cost Management Reform Research In Market Economy With Chinese Characteristics

With the comprehensively deepen reform and administration according to law, the management reform of engineering cost is imperative under the reform of government departments' decentralization and management. Therefore, the study of reform measures for engineering cost management under Market economy with Chinese characteristics.The thesis started from the Highway engineering cost management developments, and expounded on priorities and the way of Project Cost Management under planned economy and market economy, and summarized foreign advanced experience about engineering cost management with literature review method, and got the specific problems which our country were faced by questionnaires. In order to ensure the accuracy of the questionnaire's results, we analyzed it with reliability and validity analysis; Then, This paper analyzed development and direction of Highway Engineering Cost Management by literature review and SWOT analysis, and extracted reform trends and measures of engineering cost combined with SWOT strategy, and built a set of Highway Engineering Cost Management Organization System from from central to local which included government cost competent authorities, agency and Social supervisory authority. Finally, we gave each factor the rating and weight using Analytic Hierarchy Process and Expert Survey, and evaluated the cost-effectiveness for this organization by Fuzzy Analytic Hierarchy Process, and draw the conclusions.The main research of this paper is the Cost Management Organization's setting and running of Highway Engineering, and proposed some new functions, measures and systems about government departments, cost associations, supervision units, In order to ensure the normal operation of institutions. Under the condition of market economy, The study on the reform of Highway Engineering Cost Management has certain reference value, and is of great significance for improving the overall level of Cost Management and promoting the healthy development of Highway Construction.
