Any trace pollutants in drinking water, may continue to accumulate in the human body for life, the harmful effects of the body. Secondly, drinking water source is an important limiting factor for drinking water safety, drinking water sources are polluted, which is bound to lead to drinking water pollution, and even lead to water can not get water, affecting the normal life of residents. Drinking water quality assessment is an important part of the establishment of a complete drinking water safety assessment system,but also one of the important means of water environment supervision and management. As one of the arid regions of Northwest China, water shortage has become the main factor to influence the residents. So, to find out the current situation of drinking water safety in Gansu Province, sum up the pollution characteristics, analyze the sources of pollution, make a scientific and objective research and evaluation, and then put forward the countermeasures and suggestions for the protection of drinking water safety in Gansu Province, and protect the health of the people, which has very important practical significance. To ensure the safety of drinking water resources is bound to promote the sustainable use of water resources, so the problem is becoming a more and more attention. According to the sustainable standard of urban health, social culture, environment, economy and technology, the system analysis framework of sustainable urban drinking water resource management is put forward. In recent years, domestic and foreign scholars have carried out a lot of research on the sustainable use of water resources. Liu Heng [11] puts forward the sustainable use of water resources is the basic resources to promote sustainable economic development, should follow the principle of regional equity, intergenerational equity and the principle of demand management, in the management should be carried out from the government, water sources, drinking water and other environmental. At present, the crisis of water resources security is imminent, theresidents put forward higher requirements for drinking water, the city’s sustainable development objectively requires us to drink safe water. We must seek the reasonable way of water resources exploitation and water resources consumption, establish the urban water resources security early warning mechanism, and promote the sustainable demand management [14]. In addition, the water management has recently attracted the attention of scholars, experts pointed out that the external environment should create a unified management of water, including the establishment of a new concept of modern water,establish and improve the price mechanism of urban drinking water resources optimization allocation [15]. Strengthen the protection system, the government should change its function,make the water management mode from the government to the indirect supervision and management, water conservancy project investment from pure government investment to the main body of investment diversification, water facilities construction, operation and management from the government directly to the market to carry out the transformation of the City drinking water market, water service price from the welfare price to market price changes, water companies from the government to the autonomous management of corporate entities. However, there are some problems in our country’s current situation.(1) the research is mostly on water resource shortage, especially in China. The research work is focused on agricultural water, flood control and disaster reduction.(2) water price reform and water market is a means to allocate water resources through market mechanism. However, the main reason is lack of practical policy recommendations. Foreign drinking water resources crisis has gradually been compared with the energy crisis.(4) the goal of urban drinking water resources management in the economic, social, ecological and other aspects of the study is not fully reflected in the domestic and foreign scholars.(5) in the urban drinking water resources management problems, the academic community generally advocate the sustainable use of water resources, but did not fully consider whether this will have a negative impact on the economic interests of the region. Although the protection of water sources in various provinces and cities has been carried out, and achieved some results, but due to the impact of regional, economic development level and water resources, the protection of drinking water sources in the legislation, law enforcement and management means a great difference, the lack of unified protection planning and management. Therefore, it is very important andurgent to establish scientific and reasonable plan for the protection of drinking water source and to ensure the safety of drinking water source. The safety of drinking water is closely related to public health, life safety and social harmony and stability, with the increase of public awareness of the environment, drinking water safety issues of concern. Based on the research of Gansu Province, this paper analyzes and evaluates the drinking water in different regions of Gansu province from three aspects: economic society, water supply water and environment, and analyzes the main indexes of urban drinking water safety in Gansu Province,and tries to use gray theory to predict the safety of drinking water in Gansu Province. The results show that the qualitative investigation and fuzzy comprehensive evaluation of urban drinking water safety in Liangzhou district are "good", which basically accords with the actual situation of the local residents. The residents believe that the water source, the water source and the water source are not optimistic. The evaluation of Pingliang City Kongtong city drinking water risk result is "good", consistent with the local actual situation. According to the grade of the grade of the various indicators of the size of the order, including "water", "vulnerability", "pollution", "emergency response capability" and "disaster" and "safety accident probability". Lanzhou city drinking water quality is mainly based on fluoride, nitrate nitrogen, turbidity as the main pollution indicators, organic pollution sources; Lanzhou city drinking water safety data quantitative fuzzy comprehensive evaluation results are "general",the basic accord with the actual situation; Lanzhou city drinking water source water pollution is serious, there is a potential safety hazard, not optimistic. The calculation of Gansu province’s urban drinking water safety situation to improve the direction of development, the basic line with the actual situation. The main indexes affecting urban drinking water are the population density, urban water consumption, urban residents’ disposable income, water consumption, water quality qualified rate and water quality grade. Finally, the paper puts forward countermeasures and suggestions on the safety of drinking water in Gansu province from the aspects of ecological compensation mechanism of drinking water source,strengthening safety regulations and management mechanism, the safety of drinking water, "Trinity" city drinking water safety emergency mechanism construction and so on. |
