Facility planning is the core content in Industrial Engineering. A good facility planning can improve producing efficiency and decrease manufacturing cost, which plays a important role in improving market competitiveness for a company. An inconsequent facility planning could increase cost, decrease working efficiency and hinder producing process, exercises an invisible, formative influence on company development. It may have little influence on company at first, but the influence maybe serious day by day and finally affect development of a company.Through facility planning theory and method study, Interpretative Structural Modeling and computer programming have been brought into facility planning method. Interpretative Structural Modeling could clearly present relationship among each element in a system while computer programming make computing easier. Through the study of facility planning theory and method, this paper present a new idea of building process in facility planning and provide a thought for facility arrangement in a factory based on theory and method mentioned above. Firstly modeling factory facility planning, and build a binary relation among each working unit which is considered without interaction effect. Then analyze logistics intension and non-logistics relation in each level after clearing working unit level and whole structure via ISM. Computer programming are used to dispose logistics and non-logistics relation matrix and then obtain influence extent in the whole facility planning brought by relation among each process. Manager facilities with the area graph and influence extent and an optimized facility planning could be built in the end.
