Facing the double pressure of energy and environment,finding a new alternative clean energy to improve the traffic emission situation worsening is particularly urgent.Under this background, the new energy vehicle comes into being because of great market potential.Electric vehicle as a new energy vehicle, its widespread use is of great practical significance in achieving sustainable development of energy and environment.The development of electric vehicle is a major strategic measure to implement the national energy strategy, the implementation of energy-saving emission reduction policies, participate in the construction of a resource-saving and environment-friendly society and fulfill the social responsibility.Electric vehicle charging center is important to the development of electric vehicles supporting infrastructure,whose location is reasonable or not completely will affect the large-scale popularization and promotion of electric vehicle.So, reasonable location of battery centralized charging center has an important significance on large-scale applications for electric vehicle.On the basis of comprehensive consideration of the factors such as economy, network security and the rationality of construction,this paper applies target programming model to battery centralized charging center location.It provides an effective analysis method and decision-making basis for the center location of battery centralized charging battery.It can also can provide a reference for other similar location of battery centralized charging center.Firstly, the article introduces the research background and significance of battery centralized charging center location under exchange battery mode of electric vehicle and summaries research status, and introduces research thinking and research methods.Then,this paper elaborates the basic theories of battery centralized charging center location,including electric vehicle and charge theory,principles and matters needing attention of battery centralized charging center location,basic procedures and methods of location of battery centralized charging center location.Next,this paper researches the factors affecting the location of battery centralized charging center,including economy, power network security and construction rationality and so on.Then,this paper studies the location from the perspective of using expert evaluation method to preliminary select address and using target programming method to better select address.Finally,taking Y city as an example, the application of electric vehicle battery centralized charging center location is carried out.According to the range,basic principles of electric vehicle battery centralized charging center location and meteorological conditions, geological and hydrological conditions, terrain conditions, the support rate of residents, urban planning, safety and environmental protection, traffic conditions and public facilities and so on,after field investigation and comprehensive consideration of various factors,this paper determines the number of options.Sending the concrete data of meteorological conditions, geological and hydrological conditions, terrain conditions, the support rate of residents, urban planning, safety and environmental protection, traffic conditions and public facilities and so on to experts,preliminary select several alternative address.The model is established by the method of goal programming.And based on goal programming sequence method,Lingo software is used to programming,minimize the deviation between the target function and the target value,so as to determine the best alternative address.
