In the past ten years,the process of the heating commercialization in our country has developed rapidly,and the heat charge by household has become the development target of the heating,in the urban heating system reform,the heat meter,as the key equipment of the heat metering and charging,which is the key measurement apparatus of the trade transfer,has been listed in the national compulsory examination directory,and the first test is required for the installation.However,the traditional standard device which based on the static mass method or the volume method is being used in the domestic various measurement technology institutions and production enterprises at present,although the verification accuracy is high,but there are many disadvantages,such as low efficiency,high energy consumption and so on,it has been difficult to adapt to the rapid development of heat meter industry.On the basis of existing verification technology for heat meters,the heat meter verificating device based on Flowrate-Time method with piston standard is designed in this article,according to the verification regulation of heat meter,the overall design scheme and design index of the device are presented,the mechanical design and the calculation of various components are accomplished,the test pipeline is simulated by FLUENT software to verify the rationality of the mechanical design.Finally,a set of automatic test control system based on the S7-1200 PLC and the Lab VIEW is established,the total test and the component test of the heat meter are realized,and the calibration of the temperature sensor is accomplished by using the high precision thermal resistance meter and the standard platinum resistance.The experimental results show that the verificating device run smoothly in the verificating process,and there is no noise and vibration,according to the uncertainty analysis of the verificating device,the extended uncertainty for the heat meter flow sensor is 0.374%,the extended uncertainty for the pairing temperature sensor is0.0118℃,which is in accordance with the requirements of the design index and the verification regulations.
