Electric energy metering device is an important part of the power system, the measurement accuracy of electric energy meter will affect the fair and accurate of the power trade settlement, which is directly related to the actual interests of power enterprises and power users. Abnormity of electric energy meter will damage the economic interests of power enterprises and power users, sometimes lead to the power system can't work properly. The positive error of electric energy meter will bring damage to the economic interests of power user; the negative error of electric energy meter will increase the line loss of the district, which will directly affects the economic benefits of electric power enterprises. Therefore, positioning the abnormal electric energy meter timely and effectively has been widely concerned by the society. The abnormal use of electricity will lead to abnormal line loss. Based on this, mathematical model between the electricity consumption of resident and line loss was established, so as to achieve the location of the abnormal electric energy meter.Based on the domestic research and abroad research of the abnormal electric energy meter, a system based on the user information collection system was putted forward in this paper. Based on a lot of references, the reasons and the status of the electric energy metering device was discussed in this paper firstly, and the current status of the research on the abnormal power meter at domestic and abroad was summarized.The exception of electric energy meter will cause the abnormal line loss, so the users who were using electricity abnormally will be confirmed by observing the line loss of district. The abnormality of the line loss was caused by abnormal electric energy meter, the greater the measurement error means the greater impact of the line loss of the district. Based on the mathematical deduction, in the case of excluding certain factors reasonably, there is a linear relationship between the user charge sample values and line loss. Pearson correlation coefficient method is used to describe a linear relationship level between two random variables. Therefore, using Pearson correlation coefficient to calculate the correlation coefficients between each user power sampling value and line losses of district was proposed in this paper. The higher of correlation coefficient of power user make a large contribution to the line loss.When using the Pearson correlation coefficient to position the exception meter users, we made remarkable achievements. However, in practice, the Pearson correlation coefficient method was with deficiencies in the application process, it is found that the positioning accuracy of the Pearson correlation coefficient method is not high when the household electric wire is connected with the outdoor wire privately without electric energy meter, the relationship between normal consumption and line loss is not a linear relationship through the theoretical analysis. A threshold model based on Grey GM (1,1) model was proposed in this paper to locate the abnormal electric energy meter. The modeling mechanism of grey GM (1,1) model was discussed in this paper. GM (1,1) model is used to establish the prediction model of user load. Meanwhile, the GM (1,1) model and existing problems are discussed in this paper. Markov chain algorithm was proposed to modify the grey GM (1,1) model, overcome the shortcomings of the original model and improve the prediction accuracy of grey GM (1,1) model. Finally, based on the load forecasting, the user load threshold model was created with the threshold which is determined by the historical data and expert opinions. When the sample value of the power user is not within the user load threshold range, then make an investigation of the user.Finally, based on the user electric information acquisition system and the algorithm proposed, an abnormal electrical energy meter searching system was established in this paper. At last, the architecture and design ideas of the abnormal electric energy meter searching system are introduced in detail.
